Bay Avenue Corridor Project
Overview
This project will refine safety and mobility concepts along the Bay Avenue corridor (Highway 1 to Park Avenue). The focus is safer walking and biking, calmer traffic, and smoother operations at key intersections. Concepts will be shaped by new field data and community input, then prepared for future design and grants.
Study Area
Bay Avenue from Highway 1 to Park Avenue, including key intersections such as Bay/Hill and Bay/Capitola.
Community Engagement
The first public outreach event for this project was held on Tuesday, October 28, 2025, at New Brighton Middle School Performing Arts Center.
During the drop-in open house, community members reviewed initial concepts, shared feedback, and explored how the Bay Avenue study connects with the citywide Local Roadway Safety Plan (LRSP).
If you were unable to attend, you can still participate by:
- Taking the online survey: Share your priorities and safety concerns for Bay Avenue between Highway 1 and Park Avenue. Survey responses will continue to guide refinements to the corridor concepts. Survey to be updated 11/7/2025
- Joining stakeholder sessions: Targeted meetings with residents, businesses, schools, and corridor users will continue this winter.

Timeline (target)
- Summer–Fall 2025: Data collection, initial survey, and stakeholder sessions
- Fall 2025: Combined LRSP + Bay Avenue Corridor public meeting (October 28)
- Late Fall–Winter 2025: Concept refinements based on community and agency feedback
- Winter 2025/26: Presentation to City Council for next steps and direction
