41st Avenue Pavement Rehabilitation & Multimodal Improvements

Update (August 2025): Staff is coordinating with Caltrans on design and permitting for the 41st Avenue safety and pavement improvements. This project will rebuild pavement on 41st Avenue and add safety upgrades for people walking, biking, and driving. 41st Avenue is one of Capitola’s busiest corridors and a key connection to State Route 1. Improvements are focused on safety, accessibility, and reliable operations

 

What’s Included

  • Pavement rehabilitation (full-depth/structural where needed)
  • Protected Class IV bike lanes with vertical separation (raised curbs/delineators)
  • ADA upgrades including audible pedestrian signals and ramp improvements
  • New overhead signs & pavement markings to improve lane selection/wayfinding
  • Physical barrier to prevent drivers from bypassing the queue for the SB SR-1 on-ramp

Safety Need

Traffic analysis identified 41 collisions in 10 years in this segment, with a concentration between Gross Rd and the SB on-ramp, and 7 crashes involving bicyclists. Improvements are expected to reduce collisions and improve conditions for people biking and walking.

Current Status (as of August 2025)

  • Caltrans coordination: Staff and the City’s consultant (Kimley-Horn) are preparing the Design Engineering Evaluation Report (DEER) and permit submittal.
  • Right-of-way: Most work is in Caltrans ROW; state design criteria apply.
  • Schedule: DEER approval and permit issuance are anticipated in 2025 (Caltrans encroachment permitting typically takes 12–15 months). After permit approval, PS&E will be finalized for construction in FY 2025–26.

Funding

  • Estimated construction: $2.2M–$2.5M
  • Grant award: $1.0M (SCCRTC Consolidated Regional Transportation Grant Program)
  • Design/permitting allocation (FY 2024–25): $300k (from the grant)
  • Remaining grant + roadway funds planned for construction in FY 2025–26. Updated estimates will be provided prior to bidding.
