What this project will do

The Local Roadway Safety Plan (LRSP) sets a framework to identify, analyze, and prioritize roadway safety improvements citywide. It uses crash data, community input, and proven countermeasures to focus investments where they can most reduce severe and fatal crashes. The plan aligns with the Safe System approach and helps position Capitola for state and federal safety funding programs such as HSIP and SS4A.

Community Participation

Community input is an essential part of the LRSP. 

The first outreach event was held on Tuesday, October 28, 2025, at New Brighton Middle School Performing Arts Center. Attendees learned about the LRSP and the Bay Avenue Corridor Project, reviewed key crash trends, and shared feedback through interactive displays such as the Safety Concerns Board (attached below).

Developing the Plan

Staff and the consultant team will combine collision data, local knowledge, and field review to build a prioritized list of projects.

Key elements include:

  • Crash Data Analysis: Reviewing five years of collision history to identify high-crash locations and trends.
  • Equity & Vulnerable Road Users: Assessing how traffic safety impacts disadvantaged and underserved populations, including pedestrians, bicyclists, and other vulnerable users.
  • Policy Review: Considering updates to enforcement, education, and emergency response alongside engineering solutions.
  • Countermeasure Toolbox: Creating a tailored set of proven safety strategies with cost, funding eligibility, and crash reduction factors to guide future projects.

Timeline (target)

  • Aug–Oct 2025: Launch survey & interactive map; collect public input
  • Oct–Nov 2025: Analyze crash patterns; draft emphasis areas and candidate countermeasures
  • Dec 2025–Jan 2026: Develop project list, screening, and prioritization
  • Feb–Mar 2026: Public review draft LRSP
  • Spring 2026: City Council consideration of plan adoption
