The City of Capitola is currently working on a 41st Avenue Corridor Plan. In January 2026, the Plan was expanded to include portion of Clares Street and Capitola Road with the anticipation of Mall redevelopment. The goal of the Corridor Plan is as follows:
The Corridor Plan for 41st Avenue, Clares Street, and Capitola Road envisions a safe, inclusive, and vibrant street network that reflects Capitola’s identity, supports all travel modes, and fosters local business and community. The Plan will provide guidance for future improvements to Clares Street, 41st Avenue, and Capitola Road. These three roadways surround the current Capitola Mall site and serve as important thoroughfares for the City of Capitola today.
The five question survey focuses on alternatives for Clares Street multimodal improvements and options for 41st Avenue placemaking / district branding. Thank you for taking the time to provide feedback and help shape the future of these three corridors. 41st Avenue Corridor Plan Survey
Key focus areas of the Corridor Plan include:
Multimodal Mobility: Enhancing the corridor to better serve pedestrians, cyclists, transit users, and vehicles through safer, more accessible, and efficient street design.
Placemaking and Identity: Establishing a cohesive visual identity for the corridor through branding, landscaping, public art, and amenities that create a welcoming, vibrant environment.
Public Spaces and Greenspaces: Incorporating opportunities for gathering spaces, landscaping, and other urban amenities that foster community connection and improve quality of life.
Safety and Accessibility: Improving lighting, crossings, signage, and wayfinding for all users.
Supporting Housing and Mixed-Use Development: Aligning the plan with the City’s 2024 Housing Element to accommodate future growth while maintaining commercial vitality.
The City has retained SWA, an urban design and planning firm with extensive experience in corridor planning, to lead this effort. SWA will work closely with City staff, stakeholders, and community members to ensure the final plan reflects Capitola’s unique character, values, and long-term goals.
