Capitola General Plan

On June 26, 2014, the Capitola City Council adopted the General Plan Update to replace the City's previous 1989 General Plan.  The General Plan Update provides new goals and policies to promote sustainability, improve protections of residential neighborhoods and historic resources, and enhance economic vitality.  

The General Plan is the City's "blueprint" for all future development and conservation within the community. The General Plan has seven State-mandated elements: Land Use; Housing; Open Space; Conservation; Safety; Noise; and Mobility, and includes an optional, Economic Development Element.  The Land Use Element of the General Plan was updated on March 13, 2019. 

The General Plan is implemented by the Zoning Code, ordinances, design guidelines, and other City policies and programs.  If you have questions regarding the General Plan, please contact the Community Development Department at 831-475-7300.
