Bay and Hill St. Intersection Quick-Build
Update (November 2025)
Following City Council direction on September 25, 2025, staff restored the prior lane configuration at Bay Avenue and Hill Street while retaining and enhancing pedestrian and bicycle safety features such as high-visibility crosswalks, daylighting, and illuminated signage. This work was completed in November 2025.
The Bay and Hill Street Quick-Build Project was constructed in late July and early August 2024 in response to long-standing community concerns about safety at this intersection. The project implemented temporary, lower-cost improvements to test changes before making permanent infrastructure investments.
The quick-build installation included:
- Pedestrian Safety: Blue-painted curb extensions shorten crossings and improve pedestrian visibility.
- Bicycle Safety: Green-painted buffered bike lanes increase separation from vehicle traffic.
- Intersection Visibility: Removed corner parking (daylighting) improves sightlines.
- Traffic Calming: Lane narrowing and edge striping help slow vehicle speeds.
- Signage and Markings: High-visibility stop bars and updated signage improve compliance.
Timeline

- February 27, 2025: City Council selects roundabout concept as preferred long term corridor alternative, directs staff to retain quick-build improvements
- April 24, 2025: Council approves agreement for public outreach and concept refinement of long term corridor project
- September 25, 2025: Council directed staff to restore the prior lane configuration while retaining and enhancing safety features
- November 2025: Restoration work completed
- Fall 2025: Community outreach and concept development begin for long term corridor project
- 2026: Evaluation of permanent improvement options
Get Involved:
Community feedback is a key part of shaping long-term safety improvements along Bay Avenue, including the intersection at Hill Street.
Community feedback will continue to shape long-term safety improvements along Bay Avenue. Additional public meetings, stakeholder outreach, and surveys will occur as part of the Bay Avenue Corridor Study in late 2025 and 2026.
