NOTICE OF PUBLIC WORKS PROJECT - CAPITOLA BRANCH LIBRARY

The Department of Public Works for the City of Capitola has prequalified the general contractors listed below to submit construction bids for the Capitola Branch Library:

RECEIPT OF BIDS

The City of Capitola will only accept sealed bids from the prequalified general contractors for the Capitola Branch Library Project.  Bids may be submitted to the City of Capitola, City Hall, 420 Capitola Avenue, Capitola, Calfornia, 95010 on or before 3:00 p.m. on Wednesday, June 6, 2018.  Any bid received after such time will not be given consideration.

OPENING OF BIDS

Bids will be publicly opened and read out loud after 3:00 p.m. on Wednesday, June 6, 2018, at the City of Capitola at 420 Capitola Avenue, Capitola, California, 95010.

GENERAL DESCRIPTION OF WORK

The proposed new library will be a 11,700 square-foot single story building positioned in the south-east corner of the 47,536 square-foot parcel, located at 2005 Wharf Road, in Capitola, CA.

The scope of work includes, but is not limited to, the construction of a new ground-up wood-frame, Type V-B, non-rated, single-story library, including; reading rooms, group study areas, stack shelving areas, meeting rooms, multi-purpose room, and staff offices.  Work includes all relevant scopes of work; site work, weather-tight exterior assemblies, roofing, metal-stud framing and interior gypsum board, related electrical, plumbing, HVAC, and fire protection systems, utilities-infrastructure, and interior and exterior architectural finishes.

The library was designed by Noll & Tam Architects and Planners, of Berkeley, California.

The construction is anticipated to begin in mid-June 2018, and complete by Fall 2019

The current estimated construction cost for the project is $9.65 million.

PREVAILING WAGE RATE REQUIREMENT

In accordance with the provisions of the California Labor Code, the City Council hereby determines that the general prevailing per diem rate of wages in the locality in which the work is to be performed, for laborers and for each craft or type of worker and mechanic employed in the execution of the contract, is the Union Wage Scale established for Santa Cruz County, which wage scale as of the execution date of this contract is incorporated herein as if fully set forth.  Overtime shall be not less than one and one‑half (1‑1/2) times the established rates. Sundays and holidays shall be not less than two (2) times the established rates.  In payment of labor, the Contractor shall comply with the provisions of the Labor Code of the State of California, Sections 1770 to 1781 inclusive (Article 2, Chapter 1, Part 7, Division 2), and any acts amendatory thereto.

CITY BUSINESS LICENSE REQUIRED FOR SUCCESSFUL BIDDER AND SUBCONTRACTORS

The successful Bidder who is awarded the contract, and their subcontractors, will be required to obtain a City of Capitola Business License before commencing work on this project.
