The City of Capitola invites qualified consulting firms to submit proposals to provide professional planning, technical analysis, and conceptual design services for development of the Esplanade Park Coastal Access Enhancement & Adaptation Plan.

The selected consultant will support technical studies, community engagement support, development of conceptual alternatives, refinement of a preferred concept, and preparation of a regulatory and environmental pathway framework in coordination with City staff.

What this project will do

The Local Roadway Safety Plan (LRSP) sets a framework to identify, analyze, and prioritize roadway safety improvements citywide. It uses crash data, community input, and proven countermeasures to focus investments where they can most reduce severe and fatal crashes. The plan aligns with the Safe System approach and helps position Capitola for state and federal safety funding programs such as HSIP and SS4A.

The selected consultant will support data collection, analysis, mapping, safety evaluation, network development, and project prioritization in coordination with City staff and the project partner, Ecology Action.

Overview

This project will refine safety and mobility concepts along the Bay Avenue corridor (Highway 1 to Park Avenue). The focus is safer walking and biking, calmer traffic, and smoother operations at key intersections. Concepts will be shaped by new field data and community input, then prepared for future design and grants.
