Overview

This project will refine safety and mobility concepts along the Bay Avenue corridor (Highway 1 to Park Avenue). The focus is safer walking and biking, calmer traffic, and smoother operations at key intersections. Concepts will be shaped by new field data and community input, then prepared for future design and grants.

Study Area

Bay Avenue from Highway 1 to Park Avenue, including key intersections such as Bay/Hill and Bay/Capitola. 

We want to hear from you about anything that has impacted your experience navigating safely in Capitola - something as small as a bump in the sidewalk that caused you to trip, or a corner where it is hard to see. Please follow the external link on this webpage and share your thoughts on our safety map! 

Update (August 2025): Staff is coordinating with Caltrans on design and permitting for the 41st Avenue safety and pavement improvements. Construction is targeted for FY 2025–26, subject to permit approval. For broader planning along 41st Avenue, share input at the 41st Avenue Corridor Plan (link coming soon).

Join the drop-in open house to explore concepts for safer, more accessible streets in Capitola. Your input will guide both the Bay Avenue Corridor Project and the Road Safety Plan.

What: Cliff Drive Resiliency Project & Coastal Policy Update Community Meeting

The City of Capitola is hosting a community meeting to share updates on the Cliff Drive Resiliency Project and gather feedback on related updates to the Local Coastal Program (LCP).

Title VI of the Civil Rights Act of 1964 provides that "no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance." Related statutes provide protection against discrimination on the basis of sex, age, disability, and socioeconomic status.
