Please include a copy of the Santa Cruz County Sanitation District approved permit for sewer lateral work.

Encroachment Permit

An encroachment permit is required whenever any work is contemplated within the street or public right of way areas. Permits are available at City Hall, 420 Capitola Avenue, Capitola CA. Questions may be referred to the Department of Public Works at (831) 475-7300.

Permit Costs range from $71.00 for non-construction items to $477.00 for a typical permit to repair a driveway.  For more complex projects, permit costs are determined by the type of construction of the improvement.

The contractor completing the work, is required to provide the City with a policy of liability insurance in the amount of $1 Million. The policy shall list the City as an additional insured.

Permits can generally be issued within 2 to 3 days for most projects.

Revocable Encroachment Permit

Revocable encroachment permits are available for property owner who desire to install landscape improvements on unused street right-of-way in front of the houses. This permit consists of an agreement between the property owner and the City that allows the improvements to be installed, at the property owner’s expense, with an understanding that the City can require the improvements removed, if necessary for street improvements. The agreement must be recorded on the deed of the property.
