Capitola Housing

2015-2023 HOUSING ELEMENT UPDATE

The 2015-2023 Housing Element was adopted by the Capitola City Council on November 25, 2015 and certified by the California Department of Housing and Community Development (HCD) on February 4, 2016.  The Housing Element identifies current issues relating to housing and the policies and programs that will be used to address them. A portion of the Housing Element is dedicated to identifying opportunity sites that will satisfy the Regional Housing Needs Allocation (RHNA) requirement from the State Housing and Community Development Department (HCD).

HCD requires that each local jurisdiction plan for a certain number of housing units that are affordable to all income groups (from extremely low income to above moderate income). By virtue of having a certified Housing Element, the City of Capitola is eligible to receive grant monies from the State that could help fund housing related projects and programs that benefit members of the community.
